Effect: Get up from being downed. You stay Wounded at 100 max health instead of 150
Reset: A Medkit heals the wound and makes the Tourniquet usable again
Temporary health: Bandages, stims and painkillers lift you back to 150 only for a while. Go down again on that temporary health and you can't tourniquet
